State Plan

The State Plan was developed by the Council and is in effect from 2007 - 2011.

The areas selected for the State Plan are:
  • Employment

  • Cross Cutting (Educating Policymakers)
Each goal follows and contains the desired outcome, strategies to be used, expected year of accomplishment, proposed funding (if known), possible collaborators, and performance targets by year.

GOAL 1. EMPLOYMENT: People get and keep employment consistent with their interest, abilities, and needs.

Objective 1. Assist people with developmental disabilities in discovering all available resources when seeking employment.

Desired Outcomes: Increase the number of people with developmental disabilities who are employed, the knowledge and use of existing community resources, and the number of people who complete post-secondary education. Educate employers, consumers, families, and professionals about resources, rights/accommodations, self-employment, and success stories. Assist persons with developmental disabilities in making better career choices.

Strategies to be used: Training, Supporting and Educating Communities, Barrier Elimination, Systems design, and Redesign, Informing Policymakers, Demonstration of new Approaches to Services and Supports

Objective Description: The Council will sponsor two Employment Summits in Year 1. The summits will be held in the eastern and western parts of the state and $50,000 will be provided for both conferences.

Objective 2. Small Business Grants

Desired Outcomes: Assist people with developmental disabilities to own their own business.

Strategies to be used: Demonstration of new Approaches to Services and Supports

Objective description: The Council will provide $60,000 each year for all 5 years to enable six or more persons each year with developmental disabilities to start their own businesses.

GOAL 2. EDUCATION: Students reach their educational potential and infants and young children reach their developmental potential.

Objective 1. Families are educated in their rights and best practices in special education.

Desired Outcomes: Families will know the rights of their children and themselves and will be better equipped to advocate for their child.

Strategies to be used: Training, Supporting and Educating Communities, Inter-agency, Collaboration and Coordination, Barrier Elimination, Systems design, and Redesign, Coalition Development and Citizen Participation

Objective description: Families are trained in special education rights and best practices. The Council will provide approximately $5,000 each year for all 5 years.

GOAL 3. HEALTH: People are healthy and benefit from the full range of needed health services.

Objective 1. Educate Consumers, Direct Support Staff, and Families about proper nutrition and exercise as a means to control obesity.

Desired Outcome: Individuals with developmental disabilities and their families know about the need for exercise and a better diet to improve the lives of consumers.

Strategies to be used: Training, Technical Assistance, Supporting and Educating Communities, Inter-agency Collaboration and Coordination, Data Collection

Objective description: The Council will fund a survey to collect Body Mass Index data through a survey process considering diagnosis of adults with DD in Year one. In following year, the data will be used to develop training and education programs and to educate policy makers at the state and federal levels. Approximately $25,000 in grant funds will be provided for each year.

Objective 2. Improve the health status of individuals with DD through access to oral health care.

Desired Outcome: Dental Care for persons with developmental disabilities

Goal Description: To educate dentists on the needs of people with developmental disabilities and promote access for proper Oral Health and Dental care.

Strategies to be used: Outreach, Training, Technical Assistance, Inter-agency Collaboration and Coordination, Barrier Elimination, Systems design, and Redesign, Informing Policymakers, Demonstration of new Approaches to Services and Supports, Data Collection

Objective description: Assess consumers, direct support staff, and families by collecting data through an open mouth survey of random statistically valid sample of children and adults with developmental disabilities in Year One. Develop strategies to get needed dental care to persons with DD through pilot demonstration programs to determine the best method to be used in Years Two through Four. Enlist the help of policymakers in the provision of dental care in Years Two through Five. Approximately $25,000 in grant funds will be provided for each year.

GOAL 4. HOUSING: Adults choose where and with whom they live

Objective 1. Persons with developmental disabilities are assisted in purchasing homes.


Desired Outcome: Real estate agents and lenders treat persons with developmental disabilities the same as other customers.

Strategies to be used: Training, Technical Assistance, Coalition Development and Citizen Participation

Objective description: To educate real estate agents and lenders to let them know that people with developmental disabilities want to buy homes in their communities. The Council will fund Years One through Three at approximately $25,000 per year.

GOAL 5. RECREATION: People benefit from inclusive recreational, leisure, and social activities consistent with their interests and abilities.

Objective 1. Persons with developmental disabilities will have full participation in community recreation activities.


Desired Outcome: Community recreation facilities such as YMCAs, YWCAs, parks, and recreation centers will provide access to their facilities and programs for people with developmental disabilities.

Strategies to be used: Outreach, Training, Technical Assistance, Coalition Development and Citizen Participation, Demonstration of new Approaches to Services and Supports

Objective description: To educate local facilities on the need to make their facilities accessible and inclusive. The Council will fund Years Three through Five at approximately $10,000 per year.

GOAL 6. QUALITY ASSURANCE: People have the information, skills, opportunities, and support to live free of abuse, neglect, financial and sexual exploitation, and violation of their human and legal rights and the inappropriate use of restraints or seclusion. Quality assurance systems contribute to and protect self-determination, independence, productivity, and integration and inclusion in all facets of community life.

Objective 1. Self-advocates have their voice heard by policymakers.


Desired Outcome: Self-advocates are present at all policymaking meetings and have the opportunity of to be heard on matters of importance to them.

Strategies used in achieving goal: Technical Assistance, Interagency Collaboration and Coordination, Coalition Development and Citizen Participation

Objective description: The Council will promote self advocates through on-going technical assistance to consumer-run developmental disability groups including assistance with testimony; advocating for the inclusion of self advocates on policy making groups; and assisting self-advocates to attend events as requested by their statewide organization. The Council estimates providing $10,000 a year for all five years.

Objective 2. Educating persons with developmental disabilities and their families, Council members, and professionals who work in the field of developmental disabilities.

Desired Outcome: Stakeholders in the field of developmental disabilities will increase their knowledge in rights and responsibilities, disability law, education law, and other relevant areas. The Council supports the development of new leadership through receipt of training.

Objective description: Financial support is provided for organizations that sponsor conferences for consumers with developmental disabilities and for Council Retreats and training. Organizations requesting funding must apply for funds and meet certain requirements. Funding will be provided for all five years. The Council anticipates funding to vary because some conferences do not occur each year. The Council will provide between $75,000 and $87,000 per year.

GOAL 7. FORMAL AND INFORMAL COMMUNITY SUPPORTS: Individuals have access to other services available or offered in a community, including formal and informal community supports that affect their quality of life

Objective 1. Ensure that individuals with developmental disabilities and their families know how to access programs and how to influence policymakers.


Desired Outcome: Consumers and their families will know what services are available, how to find them, where to go if they are denied services, their rights and responsibilities, and how to work with policymakers to make their needs known.

Objective description: Through the program 'Partners in Policymaking', approximately 24 consumers and family members will be trained to be advocates on the local, regional, state, and federal levels. The Council will provide funding for this program at approximately $120,000 per year for five years.

GOAL 8. CROSS CUTTING: The following represent those Council activities that impact all Areas of Emphasis.

Objective 1. The Kansas Developmental Disabilities System is maintained and improved.


Desired Outcome: Kansans who have developmental disabilities and their families have adequate funding to meet their needs and developmental disabilities policies, regulations and laws are improved.

Strategies to be used: Outreach, Technical Assistance, Interagency Collaboration and Coordination, Coordination with Related Councils, Committees, and programs, Coalition Development and Citizen Participation, and Informing Policymakers

Objective description: Policymakers and others involved in supporting the Kansas DD system are educated about the needs of persons with developmental disabilities and their families through the efforts of Council members and staff. Staff time and other methods including providing assistance to self-advocates to insure their involvement with policymakers will be used. This Goal will be funded at approximately $70,000 per year for all five years.
